Chaos Theory was hired by a Government Council to develop an online game aimed at improving the water literacy of students aged 11-15. The objective was to increase knowledge of the Central Coast Water Supply System through gameplay. The project was conceptualized and broken down into manageable steps, with key deliverables such as maps, infrastructure, and game layout developed first. Further additions to the game were made, with the final deliverables focused on functionality and game performance. The project involved an estimated 13 people from various departments of the Council. Chaos Theory's professional proposal, detailed goals, and previous experience in educational game development were key factors in their selection.

Lazy Giant Games, a mobile app game builder, partnered with Chaos Theory to develop a mobile word game and several other game apps. Chaos Theory provided an execution plan and continued to work with Lazy Giant Games to create the mobile games, primarily using Unity 3D. The team size was estimated to be between 6-10 people. The decision to work with Chaos Theory was influenced by the poor quality of work from overseas developers and a recommendation from a veteran teacher at a developers' college.
